the fall in the value of silver.

It is almost certain that, unless some remedial measure in the shape of Exchange Compensation is approved by Your Lordship, this discontent will increase and may ultimately lead to the efficiency of the service being impaired.

Her Majesty's Secretary of State for the Colonies &c. &c.

Your Petitioners have all been Members of the Hong Kong Police Force for periods of over two years.

The salaries of your Petitioners are paid in the currency of Hong Kong.

Your Petitioners are entitled under the Agreements they have entered into with the Crown Agents of the Colony to half pay when on leave at the rate of four shillings per dollar and ultimately to a pension payable at this rate of four shillings, and eight pence per dollar.

Owing to the fall of Exchange and for other reasons Your Petitioners, or such of them as were in the Police Force of Hong Kong, were in the month of January 1891 granted an increase of salary. In the said month of January 1891 the value of a dollar according to the then rate of Exchange was three shillings and four pence and seven-eighths but very shortly afterwards the rate of Exchange fell considerably and at the present time the value of a dollar in Hong Kong is only two shillings, one penny and three eighths and for some time past has not exceeded the sum of two shillings and sixpence and therefore calculated in Sterling your Petitioners' pay has by the fall in Exchange been reduced by a third; and is very considerably less than that which they received before the increase of their pay in the year 1891.
